workout routine help?

Day 1: Shoulders, Triceps and back
3x 10-15 reps of upright rows
3x 8-12 reps of Lateral raise
3x 8-12 reps of bent over row (chainsaw)
3x 8-12 reps of tricep kickbacks
2x 8-10 reps of tricep extension

Day 2 - Bicep, Chest and Abs/Obliques
3x 8-12 reps of bicep curls
3x 10-15 reps of hammer curls
3x 10-15 reps of chest press
3x 15 reps of side bends
3x 20 reps of crunches
3x 10 reps of leg lifts

Day 3 - Rest

is this routine enough/excessive or just right?

and is it save to do about 30 mins of cardio on my resting day?

i think you should use your resting day to rest , have you started yet because if you did , i think you would find out you need a day to rest, because if your doing excersizes you'll find that your legs and arms will hurt for a day or two after. and i think the excersizes you put in your routine are fine.
